Ubuntu knows all about UEFI and has done since before W8 brought it to the masses.
Now Windows can be got so cheaply I haven’t used any Linux for ages (today I paid £3.49 for W10 Pro and £3.99 for Office 2016 Pro+). But when I did I don’t recall any problems in that direction and that would have been an Ubuntu or Mint LTS.
They don’t make it easy. You need the free version, not the trial download.

AFAIK VGA + HDMI should be OK but I’ve never tried it.
An i5 should do all you want. It’s what Paul (Splott) went for a couple of years ago to replace his aging C2D PC for web design and I didn’t hear him moaning after that ? It’s certainly in a different league to the AMDs you were looking at.

You’ve got 1 x HDMI and 1 x DVI so you’ll need an hdmi to dvi lead (or converter). I use Amazon Basics leads these days.
The i5’s HD 630 graphics is as good, if not better, than a sub £50 discrete card. The amount of ram 2D graphics uses is pretty tiny. If it was causing shortages of ram you’d be better buying more ram than a graphics cards.
Booting from the SSD it’ll fly. My i3 or better machines all boot in about 15 seconds.
It’s on my list to see as the original is my all time favourite.
However I’ve been really busy for the last few weeks and off to Amsterdam tomorrow until Friday, so it’s got to wait.

I meant a working PC out of the box, not one that needs some work and parts.
Never had that issue with Corsair and I use them a lot.
Sell complete or in parts? Not sure there’s a correct answer. You could spend £40 on a new HDD install Windows 10 on it (as the PC has had W10 on it it will automatically activate). Then it would be a going concern.

The paid for version adds Outlook support, system transfer and email notification. I paid £17 to upgrade in one of their sales (it’s usually £50) and includes lifetime upgrades. Or you can buy on a subscription basis.
I did try Macrium Reflect and whilst it did all that ToDo could, I preferred the way ToDo goes about it.
I set up a customers PC to use W10 system backup with a Synology as the target. I can see it’s lacking and in a way I’d identified before with W7. The backup is great, but the files are gradually taking up as much space on the Synology NAS as it can despite me telling it not to. I can restore the PC to the first time it was backed up, 15th December last year!
My bad again, it’s a twin LNB you need for 2 way. I’ve always known them as a dual, as a 4 way LNB is called a quad and an 8 way an octo!
It’s a bit like my mate who’s a Sky installer always calling everything he sees with multiple RJ45 ports a “hub” (I blame BT). That’s fine until we come to larger CCTV installations where we have multiple network devices, like the current one with 7 switches and 2 routers spread over 4 cabinets.

£100 is taking the pee. A standard LNB is all you need and you should be able to get a dual for £10 – £15. It should only take them 10 minutes to swap out. Say including travelling time it’s an hour. £80 an hour? nice work if you can get it.
On my laptop I use EaseUS ToDo Backup Home to do a weekly system backup and a daily file backup to a share on my Win 10 (ex WHS) server via WiFi. During a recent EaseUs sale I actually paid (£17) for a licence. This let me set up some email notifications. No drives are mapped, it creates a temporary network path on the fly, so should be safe from ransomware.
It’s pretty quick. The weekly file backup cycle starts with 1.57 GB on a Sunday which takes 3 mins. The daily incremental takes 35 seconds. Today’s incremental of the system backup was nearly 5GB in 5 minutes. I never notice either in progress. I must add my WiFi can hit 250 Mbps+ when moving large files so that’s got to help.
The Win 10 Server is mainly used as a backup target, but does have some legacy archive stuff on there. It uses ToDo Free to do a daily full backup of the system disk to a local 2.5″ USB drive. 20GB in 25 minutes. It does a daily incremental backup of the files on the Storage Spaces array (excluding the Backup target folder for other devices).
It’s quite likely I will be retiring the Win 10 server soon, so the targets will move to a Synology server.
EDIT In fact I’ve done just that. The old Windows server will now be shutdown forever. I changed the target in the ToDo tasks and it offered to move the backup files for me (I’d already done that on a wired connection).

News to me. I have had all sorts of DVB-S kit plugged into my quad LNB at the same time as my Sky box. Currently there’s two cables going to Sky HD and one to a Manhattan Plaza in the kitchen. In the past there’s been a USB TV receiver and all manner of Linux powered commercial boxes.
Just unplug the Sky box and plug in the Humax.
Yes, you buy either a Home or Pro key. You’ll want to download the 64 bit version of whichever (the key does both 32 and 64 bit).
Yep, that’s pretty much it except you’re better off creating a bootable USB stick rather than a DVD.

I don’t think there’s anything that would be of higher spec for £20 – £30 that would actually make a difference.

Personally I would buy a new product key from E-Bay for a couple of quid. I’ve bought loads.
I have never thought of that PSU as loud, quite the opposite. I used one in a new build last week.
I haven’t actually come across a loud PSU for years (but I don’t buy the bargain basement stuff).

Here’s what I think. It’s not saying that with a 5 x 10TB array 99% of files would be unreadable, that’s clearly nonsense. What I take it to mean is that there is a 99% chance that there are unreadable files on there.
So taking it back to someone with 2TB of files on a single drive, 1 out of 8 people will absolutely have some corrupt files. The problem is you can’t say who or how many or which ones (don’t give a damn about the temp drive). It’s Russian roulette.
For us the occasional photo is a PITA, for a Wedding photographer that could be a real reputation issue. For historical archives, even personal ones like Ed’s, it’s potentially devastating.
After the DVD dye issues we all see HDDs as a safe haven for our memories. Synology are just pointing out it isn’t necessarily so and there is an answer for those for who it really matters which doesn’t cost the earth.
Yeah, this is all about what the OP called “willy waving” performance. I’d be gob smacked if you could tell the difference between 1866 Mhz and 3200 Mhz when sat in front of the PC ?
What does seem important is not to mix single rank and dual rank. So looking at the table on the ASR site put your single stick in slot A2, doesn’t matter if its SR or DR it’ll go at full speed. When you get the second stick make sure it’s the same SR or DR and put it in slot B2 and it’ll still go at full speed. So I’d say your plan is just fine.
If you wanted more you have to go from 2 to 4 slots (no 3) and if they were DR they’d “only” run at a max of 2133. Just not worth worrying about.
