Because the Police are so short of resources you can be pretty sure that they had ’cause’ to set up a trap.
Probably a number of near misses were reported with multiple independent reports of the same followed by a bit of driver observation by a policeman trained to estimate traffic speeds. All of this would be required before using their precious van and crews (probably a car was also parked down the road or on a side road.).
I know that my local resident’s Police Panel has a fairly hard job to get speed monitoring set up, so I did not make up this sort of process.

It depends on two things – If the candidate has a high profile image, and if he/she has a popular platform, then they can overcome the barrier of better funded political opponents. You can make the same argument even more strongly for our own broken system yet true Independents sometimes get in and wipe out large political majorities. (A rare event I will admit).

Just to add to Dave’s comment the ONS has warned that stockpiling affected GDP and post Brexit resolution there would be a large negative impact on GDP and employment as stocks are unwound.
It was interesting watching the TV responses in Sheffield – many elderly people said they would not vote in another referendum or election as they were disillusioned – typically not good news for the Conservatives or Brexiteers.
All your quote says it that as the UK is committed to not having a Hard Border (i.e. complying with EU trade terms), Eire will not spend any money on border posts (at the time of the memo). You can equally say that the UK also spent no money on a Hard Brexit.

To answer your comment to Dave. Food has probably been stockpiled the same way it was in Cold War days in regional centres. (I lived near one as a child). Our petrol and diesel reserves are unfortunately very limited having closed most of our refineries and instead are now integrated into the EU 90 reserves (we alone now probably only have 14 days), so they will have dusted off fuel and electricity rationing plans yet again.

The other common factors are your PSU, mobo/GPU and all the connections to the SSD.
Far from Dave being brainwashed, it is obvious that the ERG has a malign influence on your ability to discern fact from wishful thinking.

I suspect overheating. This can cause colour glitches, and cause file corruption. Check all your fans are working (including CPU/GPU), check for dead rodents and spiders and give it a good air blast.

Has she got a BT Homehub? If so the quick and dirty cure is to switch off 5GHz. I was regularly getting exactly that problem on a headless Pi. My guess is that her PC does not have 5GHz Wifi and BT’s carp hardware screws things up in that situation.
I’m assuming that you have a near vanilla Mint with no ‘unusual’ software.
Given the MTBF for modern SSDs I think it unlikely that you need yet another SSD. A failing PSU may have caused odd visual glitches, or possibly you have some bad connectors between the mobo and SSD or PSU and SSD. If you have spare connectors try a swap around.
I believe the problems with our ‘democracy’ go well beyond the two party system, it needs a total rewrite starting with a major change in boundaries to better represent the population. It then needs proportional representation, and written constitution to do away with all the outmoded costume drama.
No new laws should be introduced without retiring an old outmoded law. We are over regulated and there are far too many constraints on personal liberties.
I actually would leave the House of Lords as a reviewing chamber but eliminate all inherited positions and get rid of the disproportionate say of the Bishopric. I would ensure that it was filled with people who had expertise in the wide range of subjects demanded by the modern world. I would give them the power to completely amend and sling back to the Commons any laws/regulations where it was evident they had not thought through all the problems and issues.
Take back control or not. And we voted for tack back.
It would be interesting to find out what Brexit voters actually voted for, as no Brexit manifesto was ever produced. I have my suspicion based on a number of discussions that this ‘take back control; was bottom of the list. Bojo’s lie about more money for the NHS will never happen given the billions wasted so far. Take back control of regulations for any EU imports (and data) was also a typical Bojo lie. The way that the Good Friday Agreement is tied in with the Court of Human Rights even makes it difficult (impossible?) to untangle that can of worms.

Most of the then known world participated in one form or another. Slavers were in general Arabs who bought African captives from the more war-like African tribes. such as the Hausa and the Kongo. The slavers in turn sold to the merchant traders from Europe with Portugal probably playing the largest role.
While this was all reprehensible, the UK were the first to ban the trade, and this should not be overlooked in the self-flagellation blame game.
