W8.1 NVMe – 21 seconds to a useable desktop.  Asus H170-P/G20CB/DP_MB, i5 650 CPU, local account with no log in.

W8.1 SSD – 30 seconds to a useable desktop. Gigabyte GA-H55M-UD2H, i5 650 CPU, local account, no log in.

A quite large factor can be your AV as most now check the boot process and measures taken to avoid side channel attacks on the CPU.

Ive just checked my media center with ( 1TB nvme ) a Athlon 200GE with 4GB of ram w10 pro and its consistently just 19 seconds.

I guess its down to it being an soc.
